Congressional Republicans Embrace Trump's Proposal to Overhaul Affordable Care Act

American senators are working through the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as Republican senators floated a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Deepening Consequences of Government Shutdown

The impact on Americans from the longest closure of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As Saturday's session got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Support

Multiple Republican senators praised the plan, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator commended Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Democratic lawmakers shared alarmed reactions to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another senator responded to the censure of insurance companies by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for Medicare for All."

Ongoing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to terminate the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another way ahead" after Republicans turned down an offer to restart the government and extend the payments for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should agree to a one-year extension of the payments before discussing the long-term of the subsidies.

"Doing nothing is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several analysts indicated that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to secure enough backing in 2017.
